Information for those who wish to send an appeal in the form of an electronic document
Please, before sending an appeal in the form of an electronic document, carefully read the powers and scope of activity of the North Caucasian State Academy, as well as the following information.
1. Appeals sent in the form of an electronic document through the official website are submitted to the North Caucasian State Academy for consideration and are considered by employees of the North Caucasian State Academy – authorized persons.
2. Before sending an appeal in the form of an electronic document, it is necessary to write it.
2.1. it is mandatory to indicate in the electronic questionnaire:
2.1.1. either the name of the state body to which you are sending an appeal in the form of an electronic document, or the surname, first name, patronymic of the relevant person, or the position of the relevant person to whom you are sending the appeal in the form of an electronic document;
2.1.2. your last name, first name, patronymic (if any);
2.1.3. the e-mail address to which the response should be sent, notification of the forwarding of the request;
2.2. having stated the essence of the proposal, application, complaint in the text input field of the appeal in the form of an electronic document.
3. The response to your request in the form of an electronic document or notification of its forwarding is sent in the form of an electronic document to the e-mail address (e-mail) specified by you in the request in the form of an electronic document.
4. In the mandatory field for entering the text of the appeal in the form of an electronic document, you state the essence of the proposal, application or complaint in accordance with Article 7 of Federal Law No. 59-FL of May 2, 2006 "On the procedure for Considering Appeals from Citizens of the Russian Federation".
If the text of your appeal does not allow you to determine the essence of the proposal, application or complaint, no response is given to the appeal, and it is not subject to referral to a state body, local government body or official in accordance with their competence, as you will be informed within seven days from the date of registration of the appeal.
The text in electronic form, typed and sent through the information resource "Personal account", is saved and displayed in the "Personal account" of the author.
Please note that in order to ensure the non-disclosure of the information contained in your request, as well as information related to your private life, when filling in the text entry field of the request in the form of an electronic document, protection against the possible introduction of malicious code is in effect.
5. If necessary, in order to confirm your arguments, you have the right to attach the necessary documents and materials to the application in electronic form.
You can attach the necessary documents and materials in electronic form in any order.
Other formats are not processed in the information systems of the North Caucasian State Academy.
We inform you that the transfer of the attachment file(s) to the mail server depends on the bandwidth of the Internet network, and the receipt depends on the volume of the transferred files processed by the mail server.
When connecting your equipment to the Internet via dedicated communication channels using ADSL, 3G, 4G, WiFi and other technologies that provide similar data transfer speeds on the Internet, file(s) transfer and processing with a total size:

up to 5 MB is carried out, as a rule, without time delay;

from 5 MB to 10 MB can be carried out with a time delay;
-
over 10 MB may not be implemented.

If the text sent by you in the form of an electronic document contained in the text input field of the appeal in the form of an electronic document does not contain a proposal, statement or complaint, but only a link to the application (attachment file) or to the content of the Internet site, then the response explains the procedure for its consideration established by Federal Law No. 2 May 2006, No. 59-FZ "On the procedure for considering appeals from Citizens of the Russian Federation".
7. We draw your attention to the procedure for considering individual appeals provided for in Article 11 of Federal Law No. 59-FL of May 2, 2006 "On the Procedure for Considering Appeals from Citizens of the Russian Federation".
8. When you send appeals concerning the appeal of court decisions, it is necessary to keep in mind the following.
According to the Constitution of the Russian Federation, justice in Russia is carried out only by the court. The judicial authorities are independent and act independently of the legislative and executive authorities. The decisions of the judicial authorities are appealed in accordance with the procedural procedure established by law.

The "Personal Account" contains data on each appeal or request sent by you from the "Personal Account" from the moment of registration of the author on the information resource "Personal Account" in the Appeals section on the official website of the authority.
11. It is possible to view the site on various devices – from smartphones and tablets to widescreen monitors. And with a browser window width above 1570 pixels, you can read the materials of the site, while maintaining access to navigation on the page from which you went to the selected publication.
