General information:
Persons who have Russian citizenship (dual or multiple citizenship) are considered by the Russian Federation only as citizens of the Russian Federation, regardless of their place of residence (Federal Law No. 138-FZ of 28.04.2023 "On Citizenship of the Russian Federation").
Compatriots are those persons whose parents were born in the territory of the USSR or the RSFSR. And also persons living abroad and having secondary general education received in educational institutions of the states of residence, can enter Russian universities on the same grounds as Russian citizens, provided that they submit documents confirming their status as compatriots.
Foreign citizens are accepted for training in basic educational programs both on the basis of contracts for payment of tuition fees and on the basis of budget allocations from the federal budget of the Russian Federation.
Foreign applicants can enroll at SKGA based on their Unified State Exam results or their internal entrance exams.

Submission of documents:
Online (each document is available in PDF format):
1) through RuID, which is an official government-owned mobile app available for download on any smartphone (in App Store, Google Play, RuStore, or AppGallery).
2) through Gosuslugi – this is a single portal of public services for applicants who have a verified account. More details on submitting documents online are presented in this VIDEO and TEXT.
Offline – in person at the SKGA Admissions Office at 36/4 Stavropolskaya Street, Cherkessk. The documents must be submitted in full, with notarized translations into Russian.
Via public postal service (369000, Karachay-Cherkess Republic, Cherkessk, Stavropolskaya Street, 36\4, SKGA, Admissions Office).
List of submitted documents:
1. Secondary general education or secondary vocational education document + appraisal appendix + consular legalization/apostille (if required) + notarized translations into Russian;
2. Copy of passport + copy of Russian Federation visa (if any) + notarized translation of passport;
3. Certificate of completion of Russian language courses or a preparatory faculty (if available);
4. Certificate of recognition of foreign education - if available (if recognition of education and (or) qualifications obtained in a foreign country in the Russian Federation is NOT carried out in accordance with international treaties of the Russian Federation - see Legalization of educational documents - https://nic.gov.ru/ru/proc/lega).
4. Documents confirming the status of a compatriot (in the case of admission through the compatriot channel): the father/mother's birth certificate confirming the birth on the territory of the USSR; the father/mother's passport; the applicant's birth certificate confirming the relationship; a document confirming the applicant's current residence abroad + notarized translations of the documents into Russian (if the information is not duplicated in Russian);

8. 3*4 photos – 6 pieces.
Express document analysis is carried out at the Department of International Cooperation and External Relations (room 112, building 1, 36 Stavropolskaya Street);
The certificate of recognition of an educational document (formerly known as nostrification) is issued in advance, before the documents are submitted for admission to SKGA, through the National Information Center (nic.gov.ru) in the following steps:
1. Enter the data using the link: https://nic.gov.ru/ru/extuser/logon?returnUrl=%2Fru%2Fworkroom
2. specify the email address that is actively used, because it will receive an extract
3. there is a preliminary examination of the application (the result will be sent to the specified mail)
4. you need to pay the state fee (you will receive a link to the mail)
5. documents are being reviewed
6. waiting for a package of documents (you need to send the original certificate and copies of the passport and certificate to Moscow at the specified address)
7. you receive a certificate of passing the recognition procedure (to the specified email
address) 8. you must get the certificate from Moscow and bring it to the SKGA (or order delivery by courier).
Entrance tests:
Based on the results of entrance tests, you must::
- To be admitted to the budget, you must agree to be admitted and wait for the admission order.
- To enroll on a paid basis, you must provide your consent to enrollment, sign a contract, and pay for your tuition within the deadlines set by the admission rules.
